istinguished authorities, ladies and gentlemen: I am truly honored to be here with you today for the graduation of the sixth CoESPU class for Middle Management and fifth High Level Management class for Stability Police Officers. The nations you represent, as officers from Cameroon, India, Jordan, Kenya, Nigeria, Senegal, Serbia, and Ukraine have sent to CoESPU their best and brightest officers for this program. In particular, I want to acknowledge the men and women from Ukraine, as CoESPU's most recent police contributing country.

With your graduation, you are now part of a distinguished CoESPU alumni, reflecting the maturing of CoESPU into an efficient institution that increases global capabilities for peace and stability operations. CoESPU's importance for the future of global peacekeeping is attested to by its partnership with the United Nations Department of Peacekeeping Operations and reflected by the United Nations endorsement on the diploma you will now receive. As CoESPU graduates, you have indivudally and collectively become part of the covenant to increase global capability for peacekeeping. You have each pledged to take the training, experience, and attitudes learned here back to your home countries, to train other officers, and to assist your countries in organizing new or additional Stability Police Units capable of deployment in peackeeping operations. You represent the future leadership of peace and stability operations, and we expect that each of you will answer the call to duty in the service of the United Nations. CoESPU will continue to work with you, even after graduation, to assist you and your countries in establishing Stability Police Units. When I look out at the ranks of highly qualified and motivated officers before me, I have no doubt that you will succeed in this important mission.

Today, more than ever, the partnership between the nations united in their commitment to the rule of law and respect for international humanitarian law is absolutely necessary to confront the common threats posed by the organized forces who seek to impose their terror and tyranny. No nation can do this alone. The partnership cannot be maintained only by exchanging letters or e-mails between our capitals and the United Nations in New York. It requires police forces, composed of courageous men and women, trained and experienced in joint and international operations, to put their boots on the ground and restore order and empower civil society so that stabilization and reconstruction can begin. Ladies and gentlemen, the officers before you represent the vanguard of that force.

We are all confident that while the challenges will be great, these officers will succeed in this endeavor.

CoESPU graduates, I again commend you for successfully completing your courses of study. The eyes of the world will be upon you as you carry forth the knowledge and experience you have gained here and employ that learning and attitude in future peace and stability operations. In short, your work will truly contribute to a better world for all. Congratulations!
