L adies and gentlemen, civilian and military authorities of every nation, I warmly thank you, because your presence brings honour to us and to this simple but important ceremony. The Gendarmerie and Police Officers of Cameroon, Jordan, India, Kenya, Morocco and Senegal who have attended the first Middle Management Course, are present here and have well deserved the Course Completion Certificate that they are receiving today. In fact, they have shown a great commitment, a deep motivation and a sincere enthusiasm during the whole training session, in all subjects and exercises they performed.

Their interaction with the teachers have been of great benefit, and their remarks even critical sometimes, have been precious to increase the doctrinal assets of the Stability Police Units, essential to best perform the peace missions assigned to them in crisis areas devastated by wars, starvation, criminality and terrorism.

With the first High Level Course, ended last December, and the end of this course of Intermediate Level, CoESPU has completed the very first phase of training for the future commanders and cadres of the Stability Police Units. They will become in turn the trainers of the police units for stability which will be formed and trained in their respective home countries.

In the wake of what has been done so far, many other nations have expressed their will to participate to the initiative, and this is stimulating for us, to do our best and keep on measuring up to the expectations and to the interest we aroused in the international environment. Our objective is not to create means of destruction and repression, but robust and efficient instruments of peace and stability.

Let’s now proceed with the delivery of the certificates to the students who participated to the first Middle Management course. In the occasion, let me highlight that I am proud of them, in particular for the way they reacted after an incident which occurred to some of the colleagues during our training activities. They behaved in a very mature way, showing a great sense of dignity, and I wish all of them a very quick recovery, hoping they will get well soon. Thank you.

G ood morning. It’s a pleasure to be here for the graduation of CoESPU’s first mid-level officer training course. On behalf of Ambassador Ronald Spogli, let me extend greetings to Vicenza prefect Piero Mattei, General Leso, diplomatic and military colleagues, and the entire Carabineri staff at CoESPU. And, equally important, let me offer warm congratulations to the ninety-eight officers from Cameroon, India, Jordan, Kenya, Morocco, and Senegal who graduate today.

This graduation marks a crucial moment in CoESPU’s growth, and, as time will show, in the growth of international peacekeeping capability. CoESPU has already trained its first group of high-level officers from six of the seven countries represented here. As of today, these countries are capable of generating stability police units within their own armed forces. This process will require continued commitment on the part of each country. CoESPU will remain committed, too, and will advise these countries as they prepare their SPU's to be deployable in United Nations or other peacekeeping missions. Following this ceremony, we can begin to look forward to the day when the first CoESPU-trained SPU's will play their part in promoting world peace.

A lot of work remains for all of us. We will soon see more countries joining these in the CoESPU enterprise. The United States is fully committed to supporting CoESPU in all aspects of its missions. We are honored to be Italy’s partner in carrying this project forward. And we salute the Carabinieri’s leadership and high expertise, which provides the very basis for CoESPU.

Let me conclude by saying, once again, congratulations to all of you. We are now one step closer to the time when CoESPU-trained SPU's will become a reality.
